Ukrainian officials and international reporting attribute the strikes to Russian forces. Dmytro Lubinets, Ukraine’s ombudsman, described the attack as cynical.
How common are such attacks?
WHO has recorded more than 3,148 attacks on healthcare in Ukraine since February 2022. Of those, 2,567 affected facilities, 71 affected warehouses and 645 affected supplies. The attacks have resulted in 240 deaths and 1,055 injuries.
Tedros said attacks on healthcare must stop, adding that even wars have rules and that health must be protected. Hans Kluge, WHO regional director for Europe, said the loss meant less medicine, less equipment and less capacity to treat the sick and wounded.
Medecins Sans Frontieres said last month that Russia was pursuing a deliberate strategy to destroy Ukraine’s healthcare system, citing a consistent pattern of attacks through the war. Russia has denied targeting civilian infrastructure.
